The Frenchman looks likely to be on the move this summer with clubs all around Europe desperate to sign the midfielder.
City are reportedly leading the chase having put together a £60million package for the 22-year-old.
However, Laporta insists Pogba would prefer a move to the Nou Camp and claims he is working on a deal for the powerful midfielder should he return as president.
"I have a good relationship with [Pogba's agent Mino] Raiola," the 52-year-old, who was previously in charge of the Spanish giants from 2003 to 2010, told Spanish radio station Onda Cero.
"If there is a possibility we must try to bring Pogba to Barcelona, because he has some fantastic qualities.
"[Eric] Abidal has already been in talks with some of the players we are following, I'm not sure if he's spoken with Pogba yet.
"In any case we must target the player, and we're working on it. If he had to choose between us and [Manchester] City, I'm sure he'd come to Barca."
